The elaborate design featured in The Building News, April 1st 1887. The architect was EA Lansdowne, High Street, Newport.

Looking at the landscape, the proposed site may have been where the present Caerleon Campus of the University of Wales, Newport is situated.

Another possibility is that the building could have replaced the Industrial School (Cambria House) on Mill Street.
